SUBJ:  UPDATE ON IMPLEMENTATION OF RISK MANAGEMENT CHANGES

1. REF (A) promulgated new requirements for Risk Management (RM) and established a
12 month implementation period for the changes. As we continue towards the
05 March 2019 full implementation, amplifying program elements are provided below.
    a. REF (B) clarified that the requirement to take ‘Introduction to Risk Management’
on the Learning Management System (LMS) is for new accessions only. While anyone can
take the training, it cannot be substituted for the annual RM/TCT refresher training.
    b. The implementation of GAR 2.0 has revealed differing perceptions of hazards,
the risk associated with those hazards, and the gain to be achieved. The goal of
RM is to establish an accurate common operating picture and expectations for how
missions will be executed. Critical to establishing these expectations are crew
tolerances for risk. RM, and more specifically the GAR 2.0 discussion, is the
mechanism to identify deviations in expectations and risk tolerance. Units are
encouraged to identify a scenario or recent close call/lesson learned and have
personnel conduct a GAR 2.0 to validate how common expectations and risk tolerances
are being expressed.
    c. When unit commanders deliver RM/TCT training using the unit’s mission, asset
types, and specific hazards to illustrate RM/TCT, it amplifies the relevance and
application of these critical principles. Delivering the training also offers
commands another opportunity to reinforce expectations and risk tolerance to improve
readiness.
    d. We continue to add and refine resources to facilitate the transition to the new
RM requirements. These include:

    e. Units are encouraged to conduct the new 4 hour RM/TCT refresher requirement as
soon as possible to avoid last minute demands for facilitator assistance. Contact

2. Thank you for your commitment to improving our risk management culture
