1. In accordance with REFs (A) and (B), this ALCOAST solicits nominations
for the annual USCG HRM Awards.
2. This award program provides recognition for noteworthy human resource
management accomplishments by Coast Guard personnel. Nominations should
reflect an emphasis on outstanding performance in the care, service, and
support of USCG personnel through exceptional customer service, innovative
thinking, and improved methods in human resource management.
3. There are four individual award categories and a team category for the
USCG HRM Awards for Excellence:
     a. Officers (Commissioned Officer/Chief Warrant Officer),
     b. Civilian Employees (General Schedule/Federal Wage Schedule),
     c. Nonappropriated fund (NAF) employees,
     d. Enlisted Personnel, and
     e. Team Achievement consisting of 4 to 20 personnel.
4. Any Coast Guard employee may be nominated for a USCG HRM award for
actions during the period of eligibility. It is not necessary for the
nominee to be assigned to a human resource management position (e.g. XPO,
XO, Division/Department Head, Hiring Official, etc. would be eligible).
The period of eligibility for the 2018 HRM Awards is 01 January 2018
through 31 December 2018. Commands may nominate as many individuals or
teams as desired in each category. Nominations for these awards do not
preclude nominees from receiving other awards, such as a DHS CHCO Award,
personal award, or cash/time off award, for the same action.
5. Submission instructions, specific categories and other details for
USCG HRM awards are found in REF (A). Submit nominations using the
Recommendation for Award for Excellence/Certificate of Recognition,
Form CG-5374 available in CGForms. The proposed citation box must not
exceed 14 lines of Times New Roman text. The second page of the
Recommendation for Award for Excellence/Certificate of Recognition,
Form CG-5374, should be used to write the award justification.
6. Nominations shall be submitted electronically by email to
HQS-DG-lst-CG-1B-HRM-AWARDS. Ensure that files are saved in the
following format: last name.hrm.pdf. Hard copies of nomination
submissions will not be accepted. All nominations must be received
by COMDT (CG-1B) prior to 1600 EST on 15 January 2019 to be
considered by the awards panel. Team award submissions shall include
a list of team members, identifying the team leader and each team
member citing first name, middle initial, last name, position, title,
rank, unit address and unit phone/fax number.
7. COMDT (CG-1) will convene a panel the week of 28 January 2019 to
review nominations and recommend awardees. Members from the human
resource management community who wish to be considered for membership
on the selection panel should send their request to the POC listed in
Paragraph 8., NLT than 14 December 2018.
