SUBJ:  WINNER ANNOUNCEMENT - 2018 NAVAL ENGINEERING LUCAS PLAQUE (ASHORE) AWARD
1. In recognition for their outstanding contributions to the Naval Engineering
program, I am pleased to announce the recipient of the 2018 Naval Engineering
Lucas Plaque (Ashore) award is the National Security Cutter (NSC) Structural
Enhancement Drydock Availability (SEDA) Resident Inspection Office (RIO).
As in years past, the quality of candidates was incredible and highlighted how
the Naval Engineering workforce is vital to our service’s ability to conduct
surface operations. The SEDA RIO was selected based on naval engineering
accomplishments, service-wide improvements, supporting operational readiness,
and the professional development of naval engineers.
2. From August 2017 through July 2018 the SEDA RIO project team led and oversaw the
most technically complex drydock availability in the Coast Guards history. This
$86 million dollar project renewed more than 250 tons of hull structure and added
up to 18 years of service life to both CGC BERTHOLF and CGC WAESCHE. During this
period the SEDA RIO was at the forefront of Coast Guard Naval Engineering and
provided quality assurance inspection for more than 60,000 linear feet of new weld
and closely tracked 3-D hull alignment measurements to mitigate the risk of
catastrophic loss of the hulls girder integrity. The culmination of over 15 years
of Coast Guard planning and engineering analysis, this project upgraded key systems
on the services most advanced surface asset to include the installation of a new
dual-point davit, upgraded Sea Commander combat management system, and improved
aviation/flight deck facilities to align the first two NSCs with the fleet
configuration baseline. The SEDA RIO took great strides to create and provide
unique training and professional development opportunities for more than 40 Coast
Guard Naval Engineers and Coast Guard Academy cadets as the go-to location for
Coast Guard Naval Engineers to learn how to execute complex industrial work on
a scale never seen before in the Coast Guard. Through their hard work, ingenuity,
and technical competence the SEDA RIO overcame enormous challenges pertaining to
shipyard management, propeller and shaft hub removal/overhaul issues, and
restoration of combat systems by devising a creative plan to maximize shipyard
productivity by working parallel reactivation and production schedules, which
preserved the projects overall two year timeline. The effort expended by the SEDA
RIO is unlike anything ever seen in the history of Coast Guard Naval Engineering
and their efforts directly contributed to the Coast Guards current and future
mission success and operational readiness.
