Subject: Release of the Coast Guard Strategic Plan 2018-2022

To the Women and Men of the Coast Guard -

I am proud to release the Coast Guard Strategic Plan 2018-2022 that sets our course for the next four years. Building on my Guiding Principles of Ready, Relevant, and Responsive, the Strategic Plan identifies three strategic priorities: Maximize Readiness Today and Tomorrow; Address the Nation’s Complex Maritime Challenges; and Deliver Mission Excellence Anytime, Anywhere. The plan keeps our Service on a steady heading while identifying areas for accelerated effort. The Early Action Items (EAIs) we announced in ALCOAST 214/18 built initial momentum toward this plan. We will remain action-oriented as we close out the EAIs and embark on implementation of the Strategic Plan.

Implementing the Strategic Plan and delivering a modern, ready Coast Guard requires an all hands on deck effort. We face enduring resource challenges – all at a time when our operating environment has never been more complex, and our threats more dynamic. It will require us to think differently. While I will remain your relentless advocate externally, we must also look internally for opportunities to innovate and evolve our operations and business practices.

As I have traveled to visit many of you in the field, I am energized and amazed by your innovative and practical ideas to improve our Service. From simple policy changes for efficiency and higher quality of life to more creative solutions to attack long-standing challenges, the ingenuity and intelligence of our workforce is astounding which is why I need your help to turn this strategy into action. I encourage you to submit your ideas and recommendations through the CG_Ideas@Work crowd-sourcing platform (https://cg-ideasatwork.ideascale.com/). In addition, I will hold a virtual town hall on December 4th to discuss the Strategic Plan in more detail and answer questions directly from you. You can view the town hall at the following link (https://livestream.com/accounts/17502834/events/8456757 or view it live on my Facebook page.

While it is impossible to predict what the next four years will bring, I can guarantee it will require our very best – the best people, best tools, and our best performance. The key to Coast Guard success has always been our talented workforce – taking on-scene initiative and creating solutions to complex problems. I am confident that together we can deliver.

Semper Paratus,

Admiral Karl L. Schultz
