SUBJ:  PROMULGATION OF FOREIGN FREIGHT VESSEL EXAM (FFVE) TACTICS,
TECHNIQUES, AND PROCEDURES (TTP), CGTTP 3-72.8
A. Foreign Freight Vessel Exam (FFVE) Tactics, Techniques, and
Procedures (TTP), CGTTP 3-72.8
1. REF (A) is promulgated and shall be reviewed by Sector Commanders,
Sector Prevention Department Heads, and United States Coast Guard
(USCG) Port State Control (PSC) personnel charged with conducting
onboard examinations of foreign freight vessels within U.S. waters.
2. USCG personnel conduct examinations of foreign-flagged vessels,
operating within U.S. waters, to ensure compliance with applicable
regulations, imposing controls on vessels not in compliance. This TTP
standardizes procedures for examiners to minimize variation of exams
and to promote effective documentation of results.
3. The official electronic version of REF (A) is maintained by Force
Readiness Command Training Division (FC-T) within the TTP library. The
TTP library can be accessed by navigating to CGPortal, selecting
'Training & Education,' then selecting 'Tactics, Techniques, and Procedures.'
4. Bravo Zulu to members of the Integrated Process Team (IPT) for your
time, professionalism, and diligence. IPT partners who supported
development of this TTP include COMDT (CG-CVC-2), Sector Houston,
Sector LA/LB, Sector New Orleans, Sector New York, Sector San Juan,
