SUBJ:  SOLICITATION FOR THE 2018 DEPARTMENT OF HOMELAND SECURITY (DHS)
CHIEF FINANCIAL OFFICER (CFO) AWARDS FOR EXCELLENCE
1. This ALCOAST solicits nominations for the Twelfth Annual DHS CFO Awards
for Excellence.
2. The purpose of these awards is to publicly recognize individuals and teams
who have delivered exceptional service and made significant contributions to
DHS financial success and performance during FY18. The awards program allows
leadership to nominate highly motivated and accomplished financial managers
for recognition of their accomplishments.
3. The DHS Office of the Chief Financial Officer (OCFO) administers this
program in collaboration with Component senior financial officers. These
awards are intended to reward the innovation, dedication, and excellence of
employees and teams whose performance contributes to the accomplishment of
the DHS mission and goals.
4. DHS CFO Awards Categories:
   a. The DHS CFO Award for Superior Mission Achievement.
One individual and/or group award will be presented for superior achievement
in each of the following categories:
      (1) David Norquist Comptroller's Award
      (2) Auditor's Award
      (3) Bill Mason Excellence in Internal Controls Award
      (4) Service Award
      (5) Budget, Planning, and Evaluation Award
   b. The DHS CFO Award for Exemplary Performance. A series of individual awards
recognizes exemplary leadership, supervisory, and employee performance in
financial management:
      (1) Senior/Executive Leadership Award (GS-14, 15, Senior Executive
(or payband/military equivalent);
      (2) Supervisory Award (GS-11, 12, 13 (or payband/military equivalent)
supervisors of financial management employees;
      (3) Outstanding Employee Award (non-managerial, non-supervisory federal
employees within the financial management line of business).
   c. Partnership Award. One individual or one group outside of the DHS
financial community.
   d. Frontier Award for Ingenuity and Innovation. One individual or one group.
   e. Heritage Award for Career Achievement. One or more individuals.
   f. Meritorious Service Award. One to three individuals.
5. To nominate an employee or team of employees (limited to 20 people) for a
DHS CFO Award, complete a nomination form and award justification for achievements
that occurred during the period 01 October 2017 through 30 September 2018. Award
nomination information and forms may be downloaded from the DHS website at:

6. To meet external deadlines, completed nomination forms must be submitted
electronically as an email attachment to Dr. Dianne S. Trawick NLT COB Friday,
30 November 2018.
7. DHS CFO Award winners and their commands will be notified when the selections
are made and will be recognized at the DHS OCFO Awards Ceremony in May 2019 at
the Washington Convention Center in Washington, DC.
