1. This ALCOAST is the first SITREP on efforts to achieve the desired end state for
establishing a Base in Puerto Rico and a Base Detachment in Borinquen, as directed by
REFs (A), (B) and (D). REF (C) committed 19 new billets in support of establishing Base
San Juan and Base Detachment Borinquen. DOL staff has been working closely with Sector
San Juan, Air Station Borinquen, District 7, LANTAREA and Headquarters staffs on this early
action item since June.
2. Establishment of a Base in Puerto Rico and a Base Detachment in Borinquen will deliver
enhanced support services to Sector San Juan and subordinate units, as well as Air Station
Borinquen. It will shift current facilities engineering, comptroller, health, safety, and
work life, personnel support, C4IT, naval engineering and procurement billets and
responsibility from the Sector and Air Station to the new Base and Detachment organizations.
This reorganization will enable the Sector Commander and Air Station Commanding Officer to
fully focus on safe and effective operations, employ a full service Base structure to
focus on a complex set of mission support requirements in a demanding OCONUS location, and
enhance the integration of operations and support. Prior to implementing these organizational
changes, the DOL and COMDT (CG-124) will satisfy all required obligations with labor.
3. The organization modification request and Operating Facility Change Order (OFCO) processes
are currently underway. Establishment of the Base and Detachment will occur prior to the
beginning of the 2019 hurricane season. New billets are on the Personnel Allowance List (PAL)
and DOL is coordinating with PSC-EPM and PSC-OPM to advertise and appropriately fill Base
positions in AY19. A few key positions will be filled early to accelerate preparations for
Base and Detachment establishment OOA 1 May 2019. For more information on officer and

4. This important initiative will enhance mission readiness in Puerto Rico, increase our
relevance in carrying out national security priorities in the Caribbean basin, and exemplifies
our responsive organizational structure to meet mission needs. I am proud of the work the
mission support enterprise does daily to deliver excellence in support of operations.
