SUBJ:  U.S. COAST GUARD CIVIL RIGHTS SENIOR LEADER AWARD
1. This ALCOAST solicits nominations for the 2018 Civil Rights Senior Leader
Award. This award will recognize and honor senior leaders, one military
(active duty, reserve, or retired) and one civilian who embody the principles
of civil rights/human rights, justice, and equality and have made tremendous
contributions toward attaining an Equal Employment Opportunity (EEO)/Equal
Opportunity (EO) model program within their area of responsibility.
2. The criteria for the Civil Rights Senior Leader Award are:
   A. As a military leader, active duty or retired, hold/held the rank of 06
or above for an officer, E-9 for enlisted, and as a civilian, GS-15 or above.
   B. Demonstration of commitment to EEO/EO and a record of successfully
fostering a positive command climate and a discrimination-free work environment.
   C. Integration of EEO/EO and civil rights objectives and principles into
their strategic missions.
   D. Performance of acts which hold all managers and supervisors accountable
for the successful implementation of EEO/EO programs.
   E. Demonstration of intolerance for a bystander culture of inaction toward
negative behaviors such as hazing, harassment, sexism, bullying, and assault.
   F. Demonstration of a commitment to resolving conflict at the lowest level.
   G. Compliance with EEO statutes and Equal Employment Opportunity Commission
(EEOC) regulations, policy guidance, and other written instructions.
3. Nomination packages shall include the following:
   A. One-page biography and a one-page narrative citing specific examples of
the performance and accomplishments warranting recognition.
   B. A citation, not to exceed 12 lines, highlighting the accomplishments of
the nominee and cover memo signed by the nominee’s Executive Officer, Deputy,
Chief of Staff, or Executive Assistant. There is no signature requirement for
packages submitted on behalf of retirees.
4. Items 4A and 4B must be in MS Word with 12-point Times New Roman font,
single-spaced. These documents may not be scanned or in pdf format. The nomination
package must be forwarded to the Civil Rights Directorate POC listed in para 7
via the nominee’s immediate supervisor and the Civil Rights Regional Director, or
in the case of retirees, sent directly to the POC. 
5. COMDT (CG-00H) will convene a panel to rank the nominees based on merit and
levels of accomplishments of the stated criteria. The final selection will be made
by the Civil Rights Director. The award winners will be notified by telephone,
followed by an ALCOAST announcement to be released in January.
6. Nomination packages must be forwarded as email attachments to Ms. Gwendolyn
White, Gwendolyn.E.White@uscg.mil, not later than 30 November 2018.
