A. ALCGPSC 077/18, MORALE, WELL-BEING, AND RECREATION (MWR) AWARDS AND SCHOLARSHIPS
1. The International Military Community Executives Association (IMCEA) has announced its national annual MWR award winners as first solicited in Ref A. CWO2 Raymond Eakes, Financial Analyst, Community Services Command, is the Coast Guard Irving Rubenstein Memorial Award winner for 2018. CWO2 Eakes is recognized for exceptional attention to detail, development of strategic partnerships above his pay grade, and timely distribution of funding for MWR Programs through the Coast Guard Foundation’s Shipmate Fund process. His efforts removed a substantial workload for both COMDT (CG-81) and the Finance Center in managing these resources through the Gift Fund, and he was instrumental in processing
$189K in gift funds to support 114 field commands.

2. CWO2 Eakes can take pride in his accomplishments in support of the Coast Guard MWR program and in making significant contributions to the readiness, resiliency, and retention of the Coast Guard family.
3. The following Coast Guard members were nominated by their commands for the Irving Rubenstein Memorial Award for their efforts to make their MWR programs a success. These MWR personnel can also take pride in their contributions to the MWR program. Their commands are also commended for taking the time to nominate these dedicated professionals for this national award program:

  b. LT Gregory Waugh, Morale Officer, CG HITRON Jacksonville, FL.
4. The IMCEA awards will be sent directly to the commands for local presentation.
