SUBJ: CHANGE TO COAST GUARD INFORMATION TECHNOLOGY ACQUISITION REVIEW (ITAR)
A. Coast Guard and Department of Homeland Security Chief Information Officer (CIO)
Review and Approval of Command, Control, Communications, Computers, and Information
Technology (C4&IT) Acquisitions, COMDTINST 5230.77 (series)
B. Federal Acquisition Regulation (FAR)
1. This ACN updates the Coast Guard ITAR process as established in REF (A) by aligning
dollar thresholds for DHS CIO review of IT acquisitions with current DHS guidance and
changing when procurement actions require an ITAR.
2. Effective immediately, the following actions will not require an ITAR:
    A. Contract options previously approved under a 'base + options' contract may use
the original master contract ITAR approval for the exercise of all options where the
cost changes are not greater than 10% or $1 million, whichever is less.
    B. An ITAR is not required for the renewal of any type of IT subscription, warranty,
annual software license, annual maintenance / assurance of software with no change in
existing scope or language.
    C. An ITAR is not required for a contract extension where the extension may be exercised
more than once and the total extension of performance shall not exceed 6 months, in
accordance with clause 52.217-8 of REF (B).
3. The following actions will continue to require an ITAR:
    A. IT acquisitions $500,000 and over AND funded by an investment with a life cycle
cost estimate (LCCE) of $50 million or more will be approved by the DHS CIO.
    B. ITARS are required for procurements $100,000 and above and will be submitted
through C4ITSC-SMB-ITAR-Reviews
    C. ITARS will continue to be submitted for the following contract actions: New Master
Contracts, Recompetes, Bridge Contracts, Task orders against Indefinite Delivery / Indefinite
Quantity (IDIQ) contracts, orders against Blanket Purchase Agreements (BPAs), including data
center contracts, and task orders under DHS, GSA or GWAC strategic sourcing vehicles such
as EAGLE II, GSA Schedule 70 or enterprise license agreements.
4. These policy changes have been approved by the Commandant and are effective immediately.
These changes will be incorporated into the next revision of REF (A), which will be
released within the next year.
