SUBJ: PROMULGATION OF EXPLOSIVE HANDLING SUPERVISOR PROGRAM MANUAL
A. Explosive Handling Supervisor Program Manual, COMDTINST M16600.8 (series)
1. This ACN announces the release of REF (A).
2. No paper distribution will be made of this Manual and it is electronically viewable
on CGPortal at: https://cg.portal.uscg.mil/library/directives/SitePages/Home.aspx
and on the internet at: http://www.dcms.uscg.mil/directives.
3. This Manual provides policy and doctrine used by the Coast Guard's Explosive Handling
Supervisors to enforce applicable hazardous material and facility compliance laws and
regulations for the handling and transportation of certain explosive materials on
vessels and waterfront facilities.
4. Commands are encouraged to ensure wide dissemination of this ACN.
