SUBJ: AY19 WMSL AND WMSL SUPPORT ASSIGNMENT OPPORTUNITY (1-3-1)

1. In order to retain valuable training and experience for specific
technical ratings in the WMSL community and increase geographic
stability for our members, the Coast Guard piloted a new program
during AY2016 that allowed members to spend one year ashore in a WMSL
MAT/NED, WAT, or ESD position before and after an underway WMSL tour
which is commonly referred to as 1-3-1. This assignment opportunity
will be available again to MKs, EMs and ETs in AY2019. If enrolled in
this program, members will be assigned in AY19 to a shoreside support
unit in Alameda, CA, Honolulu, HI or Charleston, SC for their first
year. During this time, they will earn watchstanding qualifications
and attend required pipeline C-schools in preparation for their
underway assignment. Following the first year shoreside, they will
complete a three year tour on a WMSL. The final and fifth year will
be at another shoreside support unit position co-located with the
WMSLs where they will utilize their experience and training to
provide mission support and train members entering the 1-3-1
program. 
2. The 1-3-1 program offers several benefits to members and their
families that include:
   A. Geo stability for a five year period.
   B. Assignment Priority 2 upon completion of the five year tour of
   duty.
   C. Allowing members to avoid some of the challenges associated
   with attending pipeline training and completing their duties and
   responsibilities at their current unit.
3. Interested members should contact their Assignment Officer to
discuss the application process and evaluate how the 1-3-1 program
will factor into their career development. Those that wish to enroll
in the program should email their respective assignment officer to
apply for the 1-3-1 program by 4 November 2018 and add comments to
their AY2019 e-resume submission regarding the following
