SUBJ:  SOLICITATION FOR MILITARY MENTORS FOR THE 2019 UNITED STATES SENATE YOUTH PROGRAM
A. The Joint Federal Travel Regulations (JFTR)
1. At the request of the Senate, the Coast Guard will support the 2019 United States
Senate Youth Program (USSYP) by providing escort officers to serve as role models for
an impressionable group of high-achieving, influential young Americans and present a
unique opportunity for these students to gain a better understanding of the Department of
Defense (DoD) mission, people, and lifestyle. Military mentors will be assigned a group
of student delegates for whom they will be personally responsible during the entire
program – from arrival until departure. Additionally, military mentors provide logistical
support for program operations during the USSYP week. Therefore, professional bearing
must be maintained at all times.
2. Applicants: Active duty officers, O-2 through O-5, are eligible to apply. DoD is seeking
a cross-section of military occupations, to include, but not limited to: doctors, operations
officers, logisticians, engineers, lawyers, scientists, nurses, meteorologists, musicians,
pilots, foreign liaison officers, legislative affairs officers and other military occupations
that may be unknown to civilians. Military mentors must be completely available for all
pre-program training and full participation from 27 February – 9 March 2019 and have their
command endorsement.
3. O-5 candidates must be prior USSYP military mentors, no exceptions.
4. Previous Mentors: Prior USSYP military mentors, O-3 through O-5, are encouraged to apply.
5. Two officers, preferably prior USSYP mentors, will be selected as the Senior Military
Mentor (SMM) and Assistant Senior Military Mentor (ASMM). They will be required to report
to the Mayflower Hotel in Washington, DC, on 25 February 2019 for additional preparation.
The rest of the military mentor team will report on 27 February 2019.
6. The Coast Guard is not authorized. per REF (A), to fund travel or per diem costs for
selected members. All officers outside of the National Capital Region must possess
permissive TDY/TAD orders or be in a “leave” status during the period assigned at no cost
to the government. The Hearst Foundations, on behalf of the United States Senate, will pay
for all military mentors’ lodging, meals, and incidental costs between the dates of
1 March 2019 through 9 March 2019. Lodging and expenses for the SMM and ASMM only will be
covered by the Hearst Foundations beginning 25 February 2019.

The deadline to submit your application is 2 November 2018. The Office of the Secretary of
Defense will make the final decisions on selections from all services.
