1. It is my distinct pleasure to announce and congratulate the 2018 Women of Color in Science,
Technology, Engineering, and Mathematics (STEM) Award recipients. Ms. Kim Babcock, of the
Research and Development Center (RDC) in New London, CT, is the recipient of the prestigious
Technical Innovation – Government Award. Ms. Alexandra Swan, of the Research, Development,
Test, and Evaluation (RDT&E) Program, at Coast Guard Headquarters, is the recipient of the
Outstanding Achievement Award – Technology Rising Star.
2. Having distinguished themselves in STEM areas while epitomizing the Coast Guard Core Values,
our members will be recognized for their achievements at the 23rd Women of Color STEM
Conference 11-13 October 2018 in Detroit, MI. The Women of Color STEM Conference celebrates the
incredible technical achievements of some of the nation’s top engineering and science talent and
is a forum of choice for recognizing the significant contributions by all women in the STEM fields.
3. I commend our winners for their exemplary service and extraordinary accomplishments. Our
honorees bring great credit to the Coast Guard, embodying the mission objective of the Women of
Color STEM Conference, and are well deserving of this prestigious recognition. More information
