SUBJ: 2019 MINI JOINT CIVILIAN ORIENTATION CONFERENCE ANNOUNCEMENT AND GUIDANCE ON
NOMINATION PROCEDURES
1. Nominations for the 2019 Mini Joint Civilian Orientation Conference (JCOC) will be accepted
by the Office of External Outreach and Heritage from now through November 23, 2018. This year,
the program will run from Sunday, April 14, to Tuesday, April 16, 2019 (inclusive).
2. Similar to the larger, weeklong JCOC, the goal of Mini JCOC is to educate and inform private
sector leaders and enhance their understanding of the military and its personnel. It also
provides the American public opportunities to obtain a better understanding of national defense
policies and programs through the eyes of opinion leaders who share the firsthand observations
and knowledge they gain during the program. Since its inception in 1948, JCOC has provided
thousands of outstanding civilian leaders with an unparalleled, hands-on experience of how the
U.S. military operates. The JCOC experience has given participants strong and positive insights
about the capabilities of our forces, which they continue to share with their fellow citizens
over many years through speeches, articles, and communication with community leaders.
3. This year’s Mini JCOC is focused on bridging the growing military-civilian divide by educating
present and future medical/healthcare professionals on their military, as well as the capabilities
of the U.S. Armed Forces. We believe an introduction through the JCOC program will provide a
valuable opportunity for first-hand experiences, and help them forge beneficial relationships
with their military peers.
4. The Mini JCOC trip will begin and end in Washington, D.C. Participants will visit the Pentagon
and travel to bases and installations in the National Capital Region.
5. The Office of the Assistant Secretary of Defense for Public Affairs will select approximately
30 candidates to participate in 2019.
6. Nominee examples: Nominators should focus particular attention on entry-to-mid level medical/
healthcare professionals and students. Strong candidates include behavioral health specialists,
dentists/dental hygienists, holistic health professionals, hospital administrators, medical
interns and residents, medical and healthcare students (must be one year from graduation to apply),
nurses, optometrists, pharmacists, physicians (all specialties)/physicians assistants, physical
therapists, and veterinarians/veterinarian assistants.
7. Eligibility for nomination: Nominees must be U.S. citizens who are in good health, who are
entry- to mid-level in their careers, with very little experience or knowledge of the U.S.
military, are over the age of 21, and are able to attend the entire conference.
8. Ineligibility for nomination: The following people will not be considered for the conference:
non-U.S. citizens, including permanent residents; past JCOC or Mini-JCOC participants; individuals
working for the U.S. Federal Government, to include active duty, Reserve, and Guard military
members; individuals who are in campaign status for Federal, State or Local political office;
anyone who served in the U.S. Armed Forces since 2000; employees of U.S. government contractors
whose primary area of responsibility is DoD-related; anyone with business ties or who serves in
an advisory role to senior military officials, military installations, or the White House; and
anyone who has been on more than one military civic leader tour, cruise or participated in special
opportunities, such as flying with Blue Angels, etc.
9. Nominators: Eligible nominators include District, Area and HQ unit commanders, Assistant COMDTs,
and heads of directorates. Eligible nominators will designate one POC for the entire command who
will gather and collect nominations. Designated POCs should email Mr. Joshua Buck at:
Joshua.M.Buck@uscg.mil, with their name and the nominator who designated them.
10. Nominator responsibilities:
      a. Contact their candidates before making nominations and inform them of conference commitments.
      b. Ensure candidates are fully informed of eligibility requirements and are able to commit to
participating. Please do not nominate individuals who are unlikely to attend.
      c. Inform their candidates that a nomination does not guarantee a conference invitation.
      d. Mini JCOC 2019 nomination form, provided by Mr. Buck, must be returned no later than
November 23, 2018.
      e. Nominators will be notified of selection results and will be required to notify their
candidates of their final status.
11. Selection process: Hundreds of nominations are expected for the conference with approximately 30
slots available. Selections are based on the qualifications of the nominees as determined by the
selection panel and not by the rank or the position of the nominator as that information is removed
from the application during the final review process.
12. Invitations: The Mini JCOC staff will issue invitations to selected candidates in early 2019.
The invitees will be given a deadline by which to accept or decline this invitation. Nominators
will receive information on the status of their candidates after the list has been finalized.
