A. U.S. Coast Guard Marine and Environmental Response and Preparedness Manual,
COMDTINST M16000.14A
1. This ACN announces the promulgation of Change 1 to REF (A).
2. Major changes to this Manual include:
    a. Organizational change of the Incident Management and Assist Team (CG-IMAT) and Public
Information Assist Team (PIAT) under the National Strike Force Coordination Center (NSFCC).
    b. Area Contingency Plan (ACP) policy verification tiers of Geographic Response Strategies
(GRS), review and verification requirements.
    c. Environmental consultation requirements for key statutes.
    d. Facility Response Plan (FRP) approvals.
    e. Alternative Planning Criteria (APC) responsibilities of the COTP, Districts, Areas,
and COMDT (CG-MER).
    f. Procedures for International Assistance Requests from Foreign Governments Not Subject
to Regional Agreements.

4. Submit future change requests using a comment matrix via chain of command to
MERManualcomments@uscg.mil. The Change 2 process will begin in January 2019. Comments are
