1. COMDT COGARD WASHINGTON DC 150753Z APR 16/ALCOAST 144/16 announced changes to
the civilian hiring process based on the results of two completed process reviews with
the intent to improve time to hire. One of the policy changes outlined in the ALCOAST
shortened the lifecycle of certificates from 90 to 60 days. This ALCOAST announces
additional changes to the lifecycle of certificates based on additional process improvements.
2. In order to increase efficiencies and better align with DHS hiring timelines, effective
1 October 2018 we will reduce the lifecycle of certificates to 45 days maximum. Currently we
issue certificates in 30 day increments for a total of 60 days. Certificates will continue
to be issued for an initial 30 days, but the total lifecycle of the certificates will now
be 45 days. This change provides time for the supervisor to conduct interviews while
recognizing the need to prioritize hiring and decrease overall time to hire.
3. In addition to hiring process improvements, we have taken steps to improve the
onboarding experience for employees through the implementation of e-onboarding and
implementation of a pilot to reduce the timeline for CAC issuance for newly hired civilian
employees. Previous CAC issuance could take up to three weeks for a new hire. In early
March 2018, DCMS-5, COMDT (CG-123), and COMDT (CG-125) began the “CAC 1 Day Pilot.” The goal
of the pilot was to reduce the number of days it takes for a new hire to obtain a CAC to
one day. The pilot phase is now complete and we will begin implementing the process across
the CG. Your servicing Human Resources Specialist will provide more information and work
closely with CG RAPIDS ID card offices in order to coordinate this effort.
4. COMDT (CG-123) will continue to review policies and procedures to gain additional
efficiencies and improve the civilian hiring process. Additional information about
