SUBJ:  IMPLEMENTATION OF LEADERSHIP ASSESSMENTS AND DEVELOPMENT PLANS FOR EXECUTIVES
A. Leadership Development Framework, COMDTINST M5351.3 (series)
1. This ALCOAST announces the requirement for all CG flag officers and SES to complete a
biennial 360 Leadership Assessment and annual Executive Development Plan (EDP) under the DHS
Leadership Development Program (LDP). The purpose of these tools is to provide direct
feedback to senior leaders from both peers and subordinates to foster continuous development
and accountability in the competencies identified for executives in REF (A).
2. Discussion: This mandate satisfies elements of the 2015 CG Authorization Act, and is part
of the CG’s ongoing efforts to implement the DHS Leader Development Program. The LDP includes
requirements for members of DHS at all levels of the organization and is intended to foster
leadership development throughout DHS. Future ALCOASTs will identify the implementation of
additional requirements under the DHS LDP.
3. Action: All CG Flag Officers and SES shall complete a 360 Leadership Assessment within
the first six months of accepting appointment and every two years after. The 360 Leadership
Assessment must incorporate feedback from both subordinates and peers. Results of the
assessment should also inform the development of the EDP which is required to be included
with the submission of annual performance management documents.
