1. This ALCOAST announces the implementation of the Leadership Assessment Survey (LAS).
The purpose of the LAS is to provide commands, teams, or workgroups an optional near
real time survey mechanism to assess the leadership environment at their unit. The goal
of this assessment is to assist units with establishing a leadership environment that
includes and supports our total CG workforce in maintaining the highest levels of readiness.
2. Discussion: The LAS is derived from, and was a component of, the former Unit Leadership
Development Program (ULDP). The LAS is a 36-question survey that measures leadership
effectiveness as it relates to the leadership competencies contained within the Leadership
Development Framework found in REF (A). The survey assesses the areas of leading self,
leading others, and leading performance and change. The target audience for the LAS are units
and workgroups across our total workforce that do not receive results from a Defense Equal
Opportunity Management Institute (DEOMI) survey. Participation in the LAS is voluntary, but
highly encouraged for any command, team, or workgroup that desires a real-time snapshot of
where they stand with regard to the leadership environment at their unit.
3. Action: The LAS is immediately available to those who desire to participate. The group
shall designate a POC and visit the CG LAS webpage at:
www.dcms.uscg.mil/leadership/courses/leadership-assessment-survey. Once the POC has requested
participation in the survey, the LAS Administrator will contact the POC to coordinate survey
execution. Once the survey period has closed, the survey results will be organized into a
summary report and delivered to the POC within 3 business days by the LAS Administrator. No
demographic or individual identifying information will be collected or stored as part of the
survey process. The online survey takes no more than 10 minutes to complete.
4. This ALCOAST does not supersede REF (B), which requires COs/OICs of units (OPFACS) with
25 or more personnel to administer the Defense Equal Organizational Climate Survey (DEOCS)
within 180 days of taking command and annually thereafter.

step-by-step instructions to request and complete the survey are available on the LAS site.
