1. Rosters of members who were recommended and approved for the award of the Humanitarian Service
Medal (HSM) per REFs (A & B), and the Armed Forces Service Medal (AFSM) under REF (C) have been
posted to the PSC-PSD portal site at
https://cg.portal.uscg.mil/units/psc/Medals%20and%20Awards/default.aspx.  Units and individuals are
encouraged to review these rosters.  Any corrections/additions to the rosters can be addressed as outlined in
paragraph 3 below.
2. Thank you to the units who submitted rosters and to the D7, D8 & LANTAREA staff who consolidated
rosters for these hurricane relief efforts.  Initial rosters contain 3,157 members eligible for the HSM for
hurricane Harvey; 7,495 members eligible for the HSM for hurricanes Irma/Maria; and 7,482 personnel
eligible for the AFSM.  These combined efforts demonstrate that a significant portion of our Coast Guard
workforce was directly involved in operations related to these 2017 hurricanes.  There are countless more
individuals who assisted, but are not eligible for these particular awards as the HSM and AFSM have
specific locality and duration requirements that are linked to overarching Department of Defense directives
and there are no waivers for the locations/time periods for the HSM.  Commands are encouraged to
consider other team or unit awards in addition to personal awards under REF (D) to recognize significant
contributions by individuals or collective groups.  Note: As indicated in REFs (A & B), civilian personnel
are not eligible for the HSM.
3. Members or units that believe they are eligible for these awards based upon the criteria outlined in REFs
(A-C), should consult their unit administration officer or servicing personnel office for assistance in
confirming eligibility.  Requests for additions can be submitted to PSC-PSD-ma at ARL.Medals@uscg.mil. 
Consolidated requests from units are preferred and command validation is sufficient for supporting
documentation.  All requests must include the following:
   a. Applicable Award (e.g., ALCOAST 200/18 – HSM HARVEY)
   b. EMPLID
   c. Member Last Name
   d. Member First Name
   e. Rank/Rate
   f. Eligible Location
   g. Inclusive dates
   h. Permanent Unit
   i. Supporting documentation (e.g., copy of TDY orders for the HSM, or command certification of
entitlement).
4. Direct Access entries for eligible members has been coordinated with PPC and should be complete by 30
September 2018.  Units should not make the entries.
