SUBJ:  CHANGE 6 TO MILITARY SEPARATIONS, COMDTINST M1000.4

1. This ACN announces updates to REF (A), notable changes are:
    a. Clarifies that revoking an officers commission within the first five years are for
cause separations, and advanced education cost are subject to recoupment.
    b. Clarifies that the causes for separation in par. 1.A.14.c. are also applicable to
officers processed for separation IAW pars. 1.A.7, 1.A.8, 1.A.10, 1.A.11, 1.A.19, and 1.A.20.
    c. Separates drug and alcohol incidents for officers and clarifies receiving a drug or
alcohol incident are causes for separation.
    d. Fully incorporates REF (B), which clarifies that refusing to take a breath test to
measure blood alcohol concentration is a cause for separation for officers, and requires
mandatory administrative discharge processing for enlisted personnel.
    e. Clarifies procedures for separating enlisted members who are not eligible for reenlistment.
    f. The second chance program now clearly excludes Alcohol Substance Use Disorders requiring
separation, as well as separations required by REF (B).
    g. Highest grade or rate satisfactorily held determinations are now required for all
retiring members.
