SUBJ: MILITARY DRUG AND ALCOHOL POLICY

1. This ACN announces the promulgation of the Military Drug and Alcohol Policy, REF (A).
REF (B) is hereby cancelled.
2. This Manual is revised from the previous version, reducing the volume by almost half by
limiting its focus to Service policy and consolidating and clarifying repetitive or
conflicting content. This revision incorporates numerous changes promulgated by various
ALCOASTs in 2014. Major changes include:
   a. Removes Tactics, Technics, and Procedures (TTP);
   b. Institutes the minimum drinking age (21);
   c. Stipulates documentation standards - medical vs. administrative;
   d. Expands zero tolerance scope to include illicit drugs and other misuse;
   e. Establishes "self-referral" and "command referral" in addition to "incident referral";
   f. Eliminates the "alcohol-related situation";
   g. Alcohol incidents must now be documented on an Administrative Remarks, (CG-3307) for
both officer and enlisted members; and
   h. Recognizes gambling as a "use disorder."
