A. Coast Guard Substance Abuse Prevention and Treatment Manual, COMDTINST M6320.5 (series)
1. This ACN announces the promulgation of REF (A).
2. This Manual establishes policy, assigns responsibilities, and provides guidelines on
substance abuse prevention and treatment. Substance abuse, regardless of its causative
factor (alcohol, prescription drugs, over-the-counter products or illicit compounds) is
a threat to readiness, optimal performance, member health and safety, and to unit morale.
This Manual allows commands to identify training opportunities to understand responsible
low-risk guidelines, to establish an effective Command Prevention Program, to provide treatment and
referral options, and to understand how to reduce stigma and increase help-seeking behaviors.
3. No paper distribution of the revision will be made. REF (A) is available on the
