1. 2018 is a federal voting year and all eligible voters are encouraged to vote.  Eligible voters who
wish to register to vote absentee should do so by completing the Federal Post Card Application.
The form can be completed easily online at http://www.fvap.gov. 
2. The Coast Guard maintains a service-wide voting assistance program that relies upon
leadership support at every level of the chain of command.  The Coast Guard Voting
Action Plan is available at https://www.dcms.uscg.mil/PSD/fs/CG-Federal-Voting-Assistance. 
3. Ref B requires all Voting Assistance Officers (VAOs) to complete either FVAP/Service-
provided training or online training available at https://www.fvap.gov/vao/training.
