SUBJ:  2018 EXCELLENCE IN PRIMARY PREVENTION AWARD (SEXUAL ASSAULT)
1. Each October the Department of Defense (DOD) sponsors the Excellence in Primary Prevention
Award in recognition of an individual (military or civilian), group, or unit from each Military
Service, component, or organization, to include Reserve Officer Training Corps (ROTC)
detachments, for their work in advancing the primary prevention of sexual assault. Nominations
are due by 04 September 2018.
2. This award will recognize those who have undertaken significant efforts (in progress or
completed) supported by demonstrated positive effects within their sphere of influence (military
service academy, reserve officer training corps detachment, installation/base, unit, organization,
ship, deployed environment, or reserve component).
3. Policies, programs, or practices at any level of the organization are eligible activities.
For this award, any submitted activities should also include an evaluation component. Efforts to
build collaborations and partnerships are highly encouraged as well. Stand-alone awareness-raising
activities (e.g., fun runs, obstacle courses, walk-a-mile, mobile applications that only provide
information) executed outside of a comprehensive prevention strategy are not considered sufficient
to prevent sexual assault and are not in keeping with the intent of this award.
4. The nominee and activity from each Military Service must meet the following eligibility
requirements:
   a. Anonymous nominations are not accepted.
   b. The nominee must be military or federal government civilians. Contractor personnel are not
eligible for this award.
   c. The nominee’s activity must have been implemented within the award period from July 01 of
the prior year to June 30 of the current award year. If a nominee executes a permanent change of
station or is transferred, the military component or organization headquarters may still consider
that nomination based on the award period.
   d. The nominee must have no disciplinary action in the two years preceding the award period.
   e. The activity, nominee, or his/her involvement must not violate UCMJ, DOD or Coast Guard
policy, contradict DOD or Coast Guard policy, violate victim or service member rights (including
the accused), harm victims or service members, negatively impact a court martial, or undermine
the chain of command.
5. Nominations for the Excellence in Primary Prevention Award must include the nominee's name, photo,
biography, citation, photo, and narrative consisting of an overview of the nominated activity, the
identified source of the nominee’s activity, description of how the activity addressed risk and/or
protective factors for sexual assault, details of any collaboration that occurred within the
activity, and a description of how the activity is being evaluated and the impact.
