SUBJ: NOMINATIONS AND APPLICATION PROCESS FOR CHIEF MEDICAL OFFICER OF THE U.S. COAST GUARD
A. MOU between USPHS and USCG DTD 3 JUL 85
1. Under the provisions of Ref A, the Surgeon General, with the advice and consent of the Commandant, assigns a U.S.
Public Health Service (USPHS) officer to serve as the Chief Medical Officer of the U.S. Coast Guard. The USPHS officer
assigned as the Chief Medical Officer of the Coast Guard holds the grade of O-8.
2. A board will convene 05 November 2018 for the purpose of nominating to the Commandant a USPHS officer for assignment as Chief Medical Officer of the Coast Guard for a term beginning 1 November 2019. To be eligible for consideration, an officer must:
a. Be a regular corps USPHS officer on active duty, serving at least in the grade of O-6 (permanent or temporary).
b. Be a USPHS medical officer (Doctor of Medicine or Doctor of Osteopathy).
c. Have a valid license on file with the Division of Commissioned Corps Personnel and Readiness (DCCPR).
d. Be eligible for retirement within four years of appointment. Strong preference will be given to physicians who are board certified and who have served on active duty within any of the armed forces.
3. Applications: Interested officers should submit an application via their immediate chain of command to the President, PY19 Chief Medical Officer of the Coast Guard Selection Board. Applications shall include:
a. A two-page or less outline or summary of the officer’s unique qualifications.
b. A current curriculum vitae.
c. A full length photograph in Service Dress Blue or equivalent uniform.

Applications should not be mailed. Instead, commands shall submit signed memos via e-mail to PSC-OPM-1 at            the ARL-PF-CGPSC-OPM-1-BOARDS@uscg.mil Global e-mail address with the subject line 'PY19 CHIEF MEDICAL OFFICER APPLICATION’. Electronically signed memos are authorized. Applicants shall also ensure that all scanned documents are clearly readable.
5. All applications must be received by 09 October 2018. Applications received late will not be accepted.
6. Rating chains and administrative reviewers shall expedite submission of commissioned officers’ effectiveness reports (COER) to ensure eligible
officers have up-to-date official personnel folders (OPF) before the board convening date.
