1. This ALCOAST solicits for policy issue submissions to be considered by the 2019 Coast
Guard Reserve Policy Board (CG RPB). The CG RPB is mandated by REF (A), and is an important
forum to ensure strategic-level matters affecting the Reserve component are brought to the
awareness of the highest levels of the Service.
2. Policy issues must be submitted using REF (B) as prescribed in REF (C) to the CG RPB at
reservepolicy@uscg.mil. Only suggestions regarding strategic-level policy and/or initiatives,
items that have significant organizational impact, or issues that may cross organizational
boundaries should be submitted. REF (B) can also be found at:
https://cg.portal.uscg.mil/units/cg131/reserve-policy-board/Shared%20Documents/Forms/
AllItems.aspx. The CG RPB is open to receive submissions throughout the year.
3. Each submission must be routed through the chain of command. All Thru addressees must
endorse and forward with or without comments. The memorandum must include at a minimum:
    a. A statement of the problem or issue;
    b. Current policy or statute;
    c. Estimated number of reservists affected;
    d. A summary of efforts previously taken to address the issue (if known); and
    e. Recommended corrective action.
4. In accordance with REF (B), oncoming members of the CG RPB will convene 28 to
31 January 2019 to discuss the procedures and precepts that will guide Board recommendations
for the upcoming year and address any topics that are outstanding or submitted by that date.
