ENFORCEMENT AWARD WINNER

1. IAW REF (A), I am pleased to announce and congratulate BM1 Carson Corbin of
Station Freeport, TX as the recipient of the 2017 Captain Quentin R. Walsh Excellence
in Living Marine Resources (LMR) Enforcement Award.
2. In addition to maintaining myriad qualifications and executing the daily responsibilities
as the Operations Petty Officer, BM1 Corbin utilized his LMR enforcement expertise developing
multiple local Coast Guard operations targeting a variety of fishery types and species. He
further distinguished himself by fostering regional partnerships through multiple joint
operations. One operation resulted in dismantling a smuggling ring that undercut fisheries
management in the highly scrutinized Gulf of Mexico Red Snapper fishery. Leveling the playing
field is a key element of the LMR mission and BM1 Corbin’s stalwart efforts created a deterrent
effect by finding multiple violators, documenting the illegal behavior, and having those cases
successfully prosecuted, including issuance of more than $20,000 in fines. BM1 Corbin’s broad
impact on Gulf of Mexico regional fisheries enforcement set his nomination apart.

5. The volume of outstanding nominations made selection difficult. Not all nominees may be aware
of their nomination and I strongly encourage Commands publicly recognize their accomplishments
and leadership examples in addition to documentation in their performance evaluations.
6. Bravo Zulu to all the nominees and the many BOs and BTMs who perform this arduous mission
day in and day out. The Coast Guard is increasingly reliant on the stellar efforts of boarding
officers in the face of growing mission demands and limited resourcing. Your daily hard work
and dedication level the playing field in the $208 billion dollar commercial and recreational
fishing industry, which supports 1.6 million jobs across the nation.
