1. REF (A) approved a FAR class deviation increasing the Micro-Purchase Threshold (MPT) to
$10,000, except that the MPT definitions applicable to the Construction Wage Rate Requirements
statute (previously known as the Davis-Bacon Act, $2,000) and the Service Contract Labor
Standards statute (previously known as the Service Contract Act, $2,500) do not change as a
result of the class deviation.
2. REF (B) granted the Heads of Contracting Activities (HCA) and other Component purchase
card program officials the authority to increase purchase card limits to match the recently
increased MPT. In addition, REF (B) stated that this authority does not require Components
to increase the single purchase limit (SPL) for all cardholders. Components should evaluate
their current procurement needs against established purchase card spending limits to
determine whether or not an increase is warranted to meet the needs of the agency.
3. In accordance with REFs (A) and (B), the HCA has authorized an increase in the MPT up to
$10,000 for Coast Guard procurements based on mission need. Consistent with the Commandant’s
Guiding Principles, the increase in the MPT will help make the Coast Guard, and particularly
field units, more ready, relevant and responsive to both current and emergent mission needs.
4. Cardholder Approving Officials must submit an application for an increase to a cardholder’s
SPL up to the new MPT to the CGHQ government purchase card (GPC) team. Applications can be
found on the GPC SharePoint portal. The CGHQ purchase card team will review each cardholder’s
historical spending patterns prior to granting a higher threshold. Cardholder Approving
Officials may also choose to request an increase to a cardholder’s SPL which is lower than
the new MPT based on specific needs. If a $10K increase is not authorized, lower levels may
be considered (i.e. $7,500). All Culinary Specialists and Store Keepers (SKs) with a current
KO warrant will be eligible for an increase to their SPL up to the new MPT. The application

5. The CGHQ purchase card team will update the bank's system within 3 to 5 business days to
reflect the increased SPLs, and subsequent monthly purchase limit increases.
