CIVILIAN, AND AUXILIARY MEMBER EMERGENCY MANAGEMENT AWARDS

1. Congratulations to LCDR Richard Mach of Sector Los Angeles – Long Beach for being selected
as the International Association of Emergency Managers (IAEM) Uniformed Services Caucus,
Uniformed Emergency Manager of the Year. In his position, LCDR Mach provided outstanding
leadership in planning for and executing several exercise and training initiatives including
a full scale security exercise that tested the Area Maritime Security Plan (AMSP) and
interagency search and rescue training. His ability to network with 11 Federal, State, and
Local agencies, including over 200 personnel, led to increased teamwork opportunities with
interagency partners across all hazards and long overdue improvements to the AMSP.
2. Congratulations to Mr. Zachery Pickett of Sector Corpus Christi for being selected as the
IAEM Uniformed Services Caucus, Civilian Emergency Manager of the Year. In his position,
Mr. Pickett was critical in developing support, building consensus, and advancing preparedness
initiatives for his unit as well as port partners. His efforts were put on display following
the mass devastation caused by Hurricane Harvey, where he developed daily tactical plans and
led the Unified Command through the operational planning cycle, resulting in expeditious
response, recovery, restoration, and reconstitution efforts.
3. Congratulations to Auxiliarist Mark Stone of Sector Long Island Sound for being selected
as the International Association of Emergency Managers (IAEM) Uniformed Services Caucus,
Auxiliary Emergency Manager of the Year. Due to his leadership, guidance, and knowledge of
emergency management practices, Auxiliarist Stone was deployed as a Critical Resources Unit
Leader and Deputy Team Leader of the first Incident Management Auxiliary Coordination Cell
during Hurricane Harvey. As the First Southern District Division 1 Commander, he led 298
volunteer members that increased several efforts including member training, public affairs,
mission support, and patrols. He personally made significant contributions to the operational
readiness of his unit and the Auxiliary with 2,344 volunteer hours in 2017.
4. The mission of IAEM is to advance the profession by promoting the principles of emergency
management; to serve its members by providing information, networking and professional
development opportunities; and to advance the emergency management profession. These members
will be honored during the IAEM Annual Conference in Grand Rapids, MI, October 21-24, 2018.
