1. In accordance with REFs (A) and (B), this message reiterates the Coast
Guard Assistant Commandant for Resources and Chief Financial Officer’s (CFO) biennial
ADA training requirement for select civilian personnel based on DHS-mandated job series.
The most current job series list is on CGPortal at: http://cglink.uscg.mil/c4351d12.
2. All military members who are Storekeepers (SKs), Finance and Supply (F&S) Chief Warrant
Officers, and members in the Finance Officer (FIN10) specialty rating, or are currently
assigned to a FIN10 billet, are also required to complete ADA training every two years.
3. Newly-hired resource managers have 60 calendar days from their entry-on-duty date to
complete their initial ADA Training.
4. Coast Guard Commanding Officers and supervisors are responsible for ensuring the
required employees complete this training, and will certify compliance at the end of each
fiscal year in accordance with guidance provided by the Office of the Chief Financial
Officer’s Financial Management Division (FMD). FMD will conduct random samplings to
verify compliance.
5. COMDT (CG-81) will continue to track all ADA training compliance and will report
compliance percentages to the DHS OCFO at the end of each fiscal year. Non-compliance
negatively impacts internal controls related to professional training, making it
paramount that the Coast Guard comply with this DHS mandate to improve the professional
expertise of all DHS financial management staff.
6. ADA training is available online in the Learning Management System (LMS) at:
https://elearning.uscg.mil/ under Catalogue: Mandated Training B, Course Number 100043,
and takes approximately one hour to complete. Training may also be available via
classroom instruction, however, the unit training officer must enter members’ course
completion manually in Training Management Tool (TMT). Coast Guard personnel may view
their ADA compliance in Coast Guard Business Intelligence (CGBI) at:
http://cgbi.osc.uscg.mil/2.0/personal.cfm, click on “Skills” tab, then “MT-B detail”.
7. Successful mission execution requires the very best mission support. Our CG financial
management professionals need in-depth technical knowledge, strong leadership skills,
practical experience, and professional credentials to effectively and efficiently sustain
our Coast Guard missions. I encourage all leaders to monitor the financial management
training of their staffs and train adherence to this mandate.
