B. Military Assignments and Authorized Absences, COMDTINST M1000.8 (series)
1. The American Indian Science and Engineering Society (AISES) annual conference will be
held 4-6 October 2018 at Cox Convention Center in Oklahoma City, OK.
2. The purpose of this annual conference is to foster educational, professional and
workforce development. Attendees include American Indian high school and college students,
educators, professionals, tribal nations and tribal enterprises, universities, corporations,
and government agencies.
3. IAW REF (A), the Office of Diversity and Inclusion COMDT (CG-127) is the Coast Guard
coordinator for the event and has responsibility to account for all attendance and
overall cost. COMDT (CG-127) will seek authorization from COMDT (CG-8) for CFO approval.
Attendance will be limited based on DHS approval and cost limit for this conference.
If DHS limits attendance, approval priority will be based on the following criteria:
   a. First time Civilians,
   b. First time Military,
   c. All others.
4. To request attendance, USCG employees shall submit their attendance criteria and an
approved TDY Travel request worksheet via email to Damien.J.Terry@uscg.mil no later
than 31 August 2018.
5. Commanding Officers are encouraged to support professional development of civilian and
military personnel. However, attendance and registration fees will be at unit expense.
If funding is not available:
   a. For military members permissive orders are authorized IAW CH 2.a.10. of REF (B).
Attendance via permissive orders is unlimited for military members, but members must
notify COMDT (CG-127) via email to: Damien.J.Terry@uscg.mil for accountability.
   b. For civilian employees, attendance including travel time is considered work time.
For civilian employees self-funding attendance and travel, supervisory approval to attend
during work time (including a reasonable amount of travel time) must be indicated by email,
and reflected in the remarks section of the employee's timecard. The remarks must state the
employee is approved work and travel time to attend the AISES Conference during his/her
scheduled tour of duty from 4 October 2018 to 5 October 2018. The employee's attendance at
events outside of the employee's scheduled tour of duty is not required and is at the
employee's discretion; therefore overtime and compensatory time for work cannot be approved.
6. All attendees will be responsible for making their own arrangements for registration,
travel, and lodging once approval has been given by COMDT (CG-127). Full conference details

7. Travelers must submit a copy of their travel settlement to COMDT (CG-127)
via email to Damien.J.Terry@uscg.mil no later than 19 October 2018.
