SUBJ:  PROMULGATION OF MANPOWER REQUIREMENTS MANUAL
A. Manpower Requirements Manual, COMDTINST M5310.6
B. Staffing Logic and Manpower Requirements Manual, Volume I, COMDTINST M5310.4
C. Staffing Logic and Manpower Requirements Manual, Volume II, COMDTINST M5310.5
1. This ACN announces the promulgation of the Manpower Requirements Manual, REF (A),
and the cancelation of REFs (B) and (C).
2. The Manpower Requirements Manual, REF (A), consolidates information found in
REF (B) and REF (C). Particular noteworthy changes include:
   a. The promulgation of a revised Manpower Requirements Process.
   b. The removal of tactics, techniques, and procedures.
3. There will be no paper distribution of REF (A). It is available on the internet at:
http://www.dcms.uscg.mil/directives/ and on CGPortal at:
https://cgportal2.uscg.mil/library/directives/SitePages/Home.aspx.
4. Questions or changes to REF (A) may be directed via email to LT James McElroy
