1. I am pleased to announce CGC CUTTYHUNK and CGC HARRIET LANE as the recipients of the
2017 Minor and Major Caliber Gunnery Awards. This award was originally presented to the
USCGC SNOHOMISH in 1927. The Gunnery Award is presented annually to recognize cutters
that best demonstrate exceptional minor and major caliber weapons ordnance programs.
The winner in each category exhibited a stellar commitment to ordnance readiness.
   a. As the 2017 Minor Caliber Gunnery Award recipient, CGC CUTTYHUNK crew exemplified
Coast Guard gunnery excellence and set a high standard for mission execution and fleet
readiness. CGC CUTTYHUNK is equipped with a MK38 Mod 1 Gun Weapons System and a complement
of small arms. Their superlative achievements included a score of 100% during the cutter’s
Ordnance Safety Inspection (OSI) and a score of 91% during the Ordnance Technical
Inspection (OTI). In addition, CGC CUTTYHUNK maintained operational readiness of its main
battery throughout all of 2017, and “Certified Effective” with an average drill score of
97.8% during the Command Assessment of Readiness and Training (CART) and Tailored Ships
Training Availability (TSTA). CGC CUTTYHUNK expended 80% of its Non-Combat Expenditure
Allocation (NCEA), while effectively managing two casualties on its installed Combat
System, and experienced no ordnance mishaps or Missing, Lost, or Stolen (MLOS) events.
    b. As the 2017 Major Caliber Gunnery Award recipient, CGC HARRIETT LANE achieved
excellence in ordnance operations, maintenance, and training. CGC HARRIETT LANE is equipped
with a MK75 Gun Weapons System, MK92 Fire Control Radar, two MK36 Decoy Launching Systems,
and small arms. They achieved a grade of “Compliant” during the cutter’s OSI with a score
of 100% and an OTI with a score of 99.2%, eLog reports were accurate and timely, and they
maintained 100% operational readiness of its main battery throughout all of 2017, and
achieved high reviews through their certification at CART and TSTA. CGC HARRIETT LANE
expended 90% of its NCEA, diagnosed and corrected four Combat Systems casualties, and
experienced no ordnance mishaps or MLOS events.
2. Both cutters will have their name engraved on a plaque above the original Gunnery
Award Trophy, a historical artifact, located at the Weapons School at TRACEN YORKTOWN.
3. I commend all the cutters that submitted award packages for consideration. Each unit
demonstrated a strong commitment to ordnance program excellence.
4. The selection panel for these awards included representatives from COMDT (CG-721),
SFLC-ESD-EOB, SFLC Product Lines, and FORCECOM (FC-Aws).
