US Coast Guard to hold change of command ceremony

 

ALEXANDRIA, Va. — The U.S. Coast Guard Navigation Center (NAVCEN) will hold a change of command ceremony at the Telecommunication and Information Systems Command (TISCOM) base, 7323 Telegraph Rd., Alexandria, Va., June 18 at 10:30 a.m.

During the ceremony, Capt. Michael W. Glander will assume command of NAVCEN from Capt. Russell E. Holmes.

 

Glander is reporting from the Coast Guard’s Office of Defense and Counterterrorism, where he led policy development and planning for the Coast Guard’s National Defense mission. Following three years in command of NAVCEN, Holmes will be reporting to the 8th District as the Outer Continental Shelf, Officer in Charge, Marine Inspections.

 

Rear Adm. John P. Nadeau, assistant commandant for Prevention Policy at U.S. Coast Guard Headquarters in Washington, D.C., will preside over the ceremony.

 

The change of command ceremony is a time-honored tradition, conducted before an assembled company of command. The ceremony conveys to the officers, enlisted personnel, civilian employees, and Coast Guard Auxiliarists, that the authority of command is maintained without interruption, even when it is passed from one commander to another.

 

NAVCEN provides cutting edge services for safe, secure, and efficient maritime transportation by delivering: enhanced situational awareness through tracking vessel movements; quality positioning; navigation and timing signals; accurate and timely maritime information services; and operational and technical oversight of eNavigation systems.

 

NAVCEN provides services to enhance the safety, security and efficiency of U.S. waterways and respond to the needs of civil GPS users. These services include:

 

  • Operating the Long Range Identification and Tracking Business Help Desk
  • Supporting the Nationwide Automatic Identification System
  • Supporting the Nationwide Differential GPS Systems
  • Publishing Notices to Mariners and the Light List
  • Disseminating maritime safety and navigation information through 24/7 operations center and the NAVCEN website
  • Managing the Integrated Aids to Navigation Information System
  • Managing electronic charting portfolios for U.S. Coast Guard units
  • Serving as the primary U.S. government interface with GPS users (except aviation and military)
  • Receiving and coordinating investigation of GPS outage reports

 

The NAVCEN website serves to distribute Local Notices to Mariners, Light Lists, and other navigation information to mariners nationwide, as well as support the civil GPS liaison support function of the Coast Guard. Through the website, anyone can contact NAVCEN to resolve navigation issues, or to report a DGPS or GPS outage. More information is available at the NAVCEN website (www.navcen.uscg.gov).
