C. ALCGENL 045/18 ENLISTED PERSONNEL MANAGEMENT ASSIGNMENT YEAR 2019 KICK OFF
1. Coast Guard Helicopter Interdiction Tactical Squadron (HITRON) will conduct a
Precision Marksman-Aviation (PM-A) candidate screening on 05-12 August 2018 of
potential candidates seeking assignment to HITRON’s PM-A locker in Assignment
Year 2019 (AY19). Although PM-A billets make up only a small percentage of
enlisted aviation assignments, these assignments provide opportunities for
advanced training, world-wide travel, and interaction with federal and
international partners.
2. Requirements: Those desiring assignment as a PM-A should ensure they refer
to COMDTINST M1000.8A 1.I. for assignment criteria. Applicants must possess a
Basic Aircrew (BA) designation and be tour complete in AY19.
3. Application Procedures:
a. Prospective PM-As must submit a command endorsed application per reference (a).
b. Applicants are highly encouraged to ensure their Employee Summary Sheet (ESS)
is accurate. Members should work with their SPO to correct missing or inaccurate information.
Accurate aviation competencies and training records will improve a candidate's opportunity
for selection.
c. Completion and inclusion of Basic Rifle Marksman Course (BRMC) and Basic Pistol
Marksman Course (BPMC) scores in the member’s application is highly desired but not
required (previous records from other services are acceptable).
4. Command Endorsements: To promote a fair and balanced competition for all applicants,
Commands must ensure their endorsement addresses all categories listed in section 1.I.1.c
of reference (a).
5. PM-A candidate applications:
a. Applications are due to CG PSC-EPM-2 via email submission to Marc.A.Alarcon@uscg.mil
NLT 13 July 2018.
b. Applicant packages will be reviewed to evaluate each applicant's suitability based
on command endorsement, EES, physical fitness test results, and responses to a questionnaire.
Upon completion of this review, selected applicants will be notified via their parent
unit and receive funded orders for an onsite assessment at HITRON.
6. On Site Assessment: The assessment will consist of a physical fitness test, range
evaluation and formal interview. Upon completion of the assessment, HITRON will recommend to
CG PSC-epm-2 those applicants best suited for assignment. CG PSC-epm-2 will make final assignment
decisions and notify candidates in alignment with fleet wide AY19 timelines found in reference (c).
7. E-Resume Guidance:
a. All members who successfully screen for Precision Marksman (PM) and desire to fill a PM
position shall submit an e-Resume listing PM positions at the top of their e-Resume no later
than 2 November 2018.
b. Members are reminded that in accordance with reference (a), members will contact
their AO within 30 days of their name appearing above the cutoff on the SWE advancement
eligibility list and must be prepared to be reassigned to fill any authorized position at
the next higher paygrade.
