1. This message announces the PY19 IDPL selection and retention
boards, zone sizes, and opportunities of selection (OOS). Signal
numbers (SIGNOs) referenced below are from REF A, which was released
on 3 April 2018 and available on the PSC-RPM-1 website at
https://www.dcms.uscg.mil/RPM-1/Boards_And_Panels/. Members in-zone
for promotion should notify PSC-RPM-1 of any changes to their names,
(e.g., as a result of marriage or divorce) if not reflected in the
2018 Register of Officers.
2. PY19 IDPL promotion zone sizes are influenced by the running
mate system. Generally, IDPL officers compete for promotion when
their ADPL running mates are considered for promotion.
   a. In-zone: IDPL promotion zones include officers being
considered for the first time and those who have been considered,
but not selected, by a previous board.
   b. Below zone: PY19 IDPL selection boards have been authorized
to consider officers from below the zone. The number recommended
may not exceed the limitations outlined in Article 6.B.1.f. of REF
B.
3. Approximately 30 days prior to the convening of each selection
board, an ALCGRSV message will be released announcing the names
of officers who will be considered for promotion. Announcements
of zone sizes and opportunities of selection for IDPL Chief Warrant
Officers (CWO) will be issued separately as appropriate. If your
name does not appear on the ALCGRSV and you believe you should be
in-zone for consideration, contact the PSC-RPM-1 Boards and Panels
Section immediately at arl-pf-cgpsc-rpm-boardspanels@uscg.mil.
4. CAPT Retention Board: IAW REF C and Section 741 of REF D, the
CAPT Retention Board convenes on 10 July 2018 to consider all captains
in an active status who have 18 years or more service towards
retirement, except captains who meet one of the following conditions:
   a. are on a list of selectees for promotion,
   b. will complete 30 years total commissioned service by 30 June
2019
   c. will have reached age 59 by the date the board is convened,
or
   d. are on extended active duty.
All captains who are not recommended for retention will be given the
opportunity to retire at the conclusion of 20 years of qualifying
service towards a non-regular retirement or be transferred to the
Standby Reserve, Inactive Status List (ISL), no later than 30 June
2019. The Board shall recommend 5 Captains for non-retention.
5. CDR Retention Board: IAW REF C and Sections 741 of REF D, the
CDR Retention Board will convene on 16 July 2018 to consider all
commanders in an active status with 18 years or more service towards
retirement, except commanders who meet one of the following conditions:
   a. are on a list of selectees for promotion,
   b. will complete 30 years total commissioned service by 30 June
2019
   c. will have reached age 59 by the date the board is convened,
or
   d. are on extended active duty.
All commanders who are not recommended for retention will be given the
opportunity to retire at the conclusion of 20 years of qualifying
service towards a non-regular retirement or be transferred to the
ISL, no later than 30 June 2019. The Board shall recommend 29 commanders
for non-retention.
6. CAPT Selection Board: IAW REF C and Sections 729 thru 731 of
REF D, the CAPT Selection Board convenes on 16 July 2018 to
consider eligible candidates consisting of CDR Michael R. Vaughn,
SIGNO 679A and those CDRs senior thereto on the IDPL. The zone is
approximately 23 members with a stated OOS of 43 percent.
7. CDR Selection Board: IAW REF C and Sections 729 thru 731 of REF
D, the CDR Selection Board convenes on 23 July 2018 to consider
eligible candidates consisting of LCDR Jason A. Harrell, SIGNO
1801A and those LCDRs senior thereto on the IDPL. The zone is
approximately 88 members with a stated OOS of 46 percent.
8. LCDR Selection Board: IAW REF C and Sections 729 thru 731 of
REF D, the LCDR Selection Board convenes on 13 August 2018 to
consider eligible candidates consisting of LT Jennifer W. Dinino,
SIGNO 3457B and those LTs senior thereto on the IDPL. The zone is
approximately 100 members with a stated OOS of 57 percent.
9. LT Selection Board: IAW of REF C and Sections 729 thru 731 REF
D, the LT Selection Board convenes on 17 September 2018 to
consider all Lieutenants Junior Grade whose running mate has a
date of rank of 01 July 2017 or earlier. The zone is approximately
31 members with a stated OOS of 97 percent.
10. Due to the running mate system, zone sizes are given as
approximate values. Changes to the ADPL directly correlate to
changes to the IDPL. Officers returning to an active status in
the Reserve from EAD and officers affiliating with the Reserve
after the date of this message should confer with RPM regarding
their status prior to their potential promotion board.
11. All officers shall ensure their Reserve Member Balance and
Direct Access (DA) information is accurate.
12. Officers with approved retirements or separations on file, who
have not been retired or separated prior to the board convening,
will appear before the board. A list of officers approved for
retirement will be provided to the board.
13. IAW Article 5.E.2.b. of REF B, no officer shall delay their
OER past the normal submission month. Extensions will not be
granted. LTJGs in zone for LT must have an end of period of 30
June 2018 vice 31 July 2018. All OERs should arrive at CG PSC-RPM-
1 NLT 45 days after the end of reporting period, and no later than
14 days prior to a board convening date. Rating chains and
OER administrators should expedite submission of these OERs to
ensure eligible officers have up-to-date performance files prior
to boards convening. All OERs should be e-mailed to:

14. Selection boards see and review only the officer portion of a
candidate's record contained in the Electronically Imaged-
Personnel Data Record (EI-PDR), data contained in DA, and
communications from candidates properly submitted to the board. As
stated in paragraph 7.b of REF E, ensign OERs are masked from view
at IDPL selection boards for LCDR and above. The LTJG and LT
selection boards will continue to view ensign OERs of candidates.
15. Officers are encouraged to review their Employee Summary
Sheets (ESS). The ESS provides a consolidated view of a member's
information as it appears in the Coast Guard's enterprise-wide
human resources management system, Direct Access.
16. All officers in-zone are encouraged to review their official

17. Officers eligible for selection and/or retention desiring to
submit communications to the board must follow the guidelines of
para. 9.d. of REF C and Article 3.A.4.f. of REF B. Communications
should be sent via e-mail as a command endorsed, electronically
signed memo to: arl-pf-cgpsc-rpm-boardspanels@uscg.mil to arrive
no later than the day before the board convenes. Early submission
of communications to the board is encouraged to allow adequate
time for correction should a submission contain unauthorized
content. Communications that do not fully comply with the above
references will not be accepted and shall be returned to the
officer for editing only if time permits. Non-compliant wording
not corrected by the officer will be redacted from the memo or
endorsement prior to releasing it to the Board President for
consideration.
18. Guidance to officers not selected for promotion is included in
Chapter 7.A. and 8.A. of REF F. PSC-RPM will make non-selection
notifications to commands prior to releasing the approved board
results.
   a. For PY19, IDPL officers twice non-selected will not be
retained. If an officer is twice non-selected and does not meet
the criteria in Article 7.A.6.f. of REF F, the officer will be
honorably discharged by 30 June 2019 if they have less than 18
years of creditable service towards retirement.
   b. Officers twice non-selected with more than 18 years of creditable
service will be retained until they have 20 years of creditable
service, IAW Article 8.C of REF F. Officers with 20 or more years
creditable service must submit an approved Reserve Retirement Request,
(CG-2055A) NLT 01 March 2019 for a 01 July 2019 retirement, or they
will be transferred to the ISL.
