SUBJ:  2018 CAPTAIN DOROTHY STRATTON LEADERSHIP AWARD RECIPIENT
1. I am pleased to announce that LT Theresa J. Bigay, currently assigned to Marine Safety
Unit (MSU) Portland, OR, is the recipient of the 2018 CAPT Dorothy Stratton Leadership Award.
2. The Captain Dorothy Stratton Leadership Award was established in 2001 and is named in honor
of the first Director of the Women's Reserve (SPARS) during World War II. The Captain Dorothy
Stratton Leadership Award recognizes a woman officer, active duty or reserve, in the pay grades
of W2 through O4 who has demonstrated exceptional leadership.
3. LT Bigay was recognized by her command for her inspirational and innovative leadership.
She made significant efforts that resulted in the improvement of work conditions and the quality
of life for her peers and subordinates. This award will be presented on June 21, 2018 at the
31st Annual Joint Women's Leadership Symposium in San Diego, CA, on June 21-22.
4. LT Bigay currently serves as the Assistant Investigations Division Chief at MSU Portland.
She oversees division activities in the investigation of over 300 marine casualties annually
and the prosecution of mariners for acts of misconduct and negligence in Suspension and
Revocation proceedings across two Sectors in a three-state area of responsibility. LT Bigay is
deeply committed to effecting positive change for both Coast Guard personnel and for mariners
that sail through U.S. waters and across the globe. LT Bigay's full nomination from her

5. This year, thirteen Coast Guard members were nominated for this prestigious leadership award.
Each nominee demonstrated inspirational, innovative, and imaginative leadership and mentorship
while making significant contributions to improve the Coast Guard. I commend our nominees for
their exemplary service and extraordinary accomplishments. Each nominee brings great credit to
the Coast Guard, they embody the definition of a leader, and are well deserving of this
prestigious recognition.
