1. REF (A) authorizes the Coast Guard to repay certain types of federally insured
student loans as a recruitment or retention incentive for highly qualified candidates or
current employees. REF (B) requires the Coast Guard to build a Cyber Workforce and to
create policies and opportunities for recruiting, training, and retaining this workforce.
2. Incentives awarded under REF (A) will be provided on a case-by-case basis for
difficult-to-fill or difficult-to-retain Cybersecurity positions in the job series,
GS-2210, GS-0850, GS-0854, GS-0855, GS-0856, GS-0391, and GS-1412, at grade levels
09 through 15.
3. Employees with student loans in the above series are eligible for consideration in
addition to other cyber designated positions identified by the Office of Cyberspace
Forces, CG-791. This incentive may be used in conjunction with other incentives to
attract or retain the cyber workforce.
4. Specific funding from Congress has been granted to cyber designated positions to
attract and retain Cybersecurity professionals. Therefore, this incentive will be limited
to operating expenses (OE) funded cyber designated positions in the series listed in
paragraph (2) and any other OE funded cyber designated positions. The funding limitations
are subject to availability of funds and will be monitored monthly.
5. All incentive pay requests must be submitted through COMDT (CG-791) for initial review
and endorsement, COMDT (CG-791) will forward requests to the Office of Civilian Human
Resources Operations, CG-123, for approval. COMDT (CG-123) will submit approved requests
to the Civilian Pay Manager in COMDT (CG-832), for final certification of funds.
