1. This message describes the Assignment Year 2019 (AY19) timeline and 
identifies information resources available to all officers. While the 
information provided in this message should be of particular interest to 
officers anticipating reassignment in AY19, it also includes important 
information for supervisors and units. 
2. As specified in Ref A, early rotations/short touring of officers 
serving in command cadre/key leadership positions will not be approved 
except in cases of a compelling service need. This policy was enacted to 
help steady the service and enhance operational readiness. 
3. A complete listing of all boards and panels, including eligibility 
criteria, can be found in Refs B and C.
4. The AY19 timetable is as follows:
   A. Now thru 15 Aug: PSC-OPM Assignment Officers (AOs) are available 
for career counseling and e-resume guidance via telephone or in person. 
   B. OOA 29 May: Senior Command Screening Panel (SCSP) process message 
released.
   C. OOA 01 Jun: Senior Education Fellowship Panel (SEFP) process message 
released.
   D. OOA 07 Jun: Initial AY19 shopping list will be available for viewing 
on the OPM-2 Portal Page to allow units/directorates to commence 
validation and preparation of command concerns. Specific instructions for 
command concerns and validation will be released via SEPCOR.
   E. 15 Jun: E-resume submission deadline for officers desiring to apply 
for SCSP and SEFP.
   F. 15 Jun: Application/e-resume submission deadline for officers 
desiring to apply for postgraduate/advanced education programs. Specific 
program availability and application instructions are available at the 
OPM-1 Sharepoint site (https://cglink.uscg.mil/18b6b392).
   G. OOA 03 Jul: AY19 early slate special assignments shopping list released 
via message.
   H. 13 Jul: Deadline for commands to validate AY19 shopping list and 
submit command concerns. 
   I. 19 Jul: E-resume submission deadline for all officers O5 and below 
who desire to compete for early slate special assignments.
   J. 1 Aug: Complete AY19 shopping list released via message. 
   K. 20-31 Aug: SCSP convenes.
   L. 1 Sep: E-resume submission deadline for all O6 and below.
   M. 04-07 Sep: SEFP Phase II (O5) convenes.
   N. 15-19 Oct: CWO Command Screening Panel (CWOCSP).
   O. 05-09 Nov: Junior Command Screening Panel (JCSP).
   P. 04-07 Dec: O6 Assignment Panel.
   Q. 15-18 Jan 2018: O5 Assignment Panel.
   R. 15 Feb 2019: All O4 and OCONUS assignments completed.
   S. 15 Mar 2019: O3 and below assignments completed.
5. Officers who fail to adhere to submission deadlines will not be 
considered as candidates for special assignments, PG school/Adv Ed, SEFP, 
or command screening panels.

   B. Road shows: OPM will perform in-person road shows in AY19 per 
ALCGOFF 016/18 in addition to VTC and Skype for Business enabled road shows. 
Road shows are meant for officers of all ranks, civilian supervisors, and 
mentors. They are designed to provide attendees an opportunity to gain 
insight into the assignment, promotion, advanced education, command screening, 
and officer evaluation processes. Virtual road show dates will be promulgated 
SEPCOR and posted on the OPM Sharepoint site (https://cglink.uscg.mil/cae940d6).

7. Career Counseling: 
   A. PSC-OPM-4 conducts on-line interactive counseling throughout the 
year via the Skype for Business application. Any officer with the Skype 
for Business functionality (located on Windows Start Menu) installed on 
their workstation is capable of participating. Establishing a shared desktop 
is the quickest means for an officer to review their record with OPM-4 and 
greatly enhances the counseling session. Officers desiring an appointment for 
an interactive meeting should contact PSC-OPM-4 at: ARL-PF-CGPSC-OPM-4@uscg.mil.
   B. Mentoring: Each officer’s career development is critical to the 
Coast Guards overall success. We ask that supervisors and senior officers 
pay particular attention to mentoring JOs. Active mentoring and timely 
performance feedback is the best method of preparing JOs for future 
assignments.

management.
