OFF-TIMELINES, COMMUNICATIONS, AND OUTREACH
1. AY18 activities are complete and AY19 preparations are underway.
Assignment actions and processes were employed to address service
requirements, meet unit needs, and consider member desires to the
maximum extent possible. AY18 Fleet-ups, extensions, and geo-stable
no-cost assignments were executed when prudent.

3. OVERBILLETS: Consistent with the junior officer first tour
assignment policy, we over-billeted cutters, sectors, and air
stations with 108(102) junior officers which is 27% of junior
officer first tour assignments.
4. OPERATIONAL CAREER PATH TRANSITIONS: OPM continues to field
questions on opportunities to change operational career paths.
Recognizing the organizational value of officers serving in
specialties they are most passionate about, every effort is made to
balance member desires with unit level proficiency and qualification
requirements. The following shows the number of junior officers who
transitioned into a new operational community in AY18. (AY 17 in

Note (1): Of 228 (222) officers completing their first tour afloat,
73 (81) went back to an afloat assignment, 62 (94) transferred to
another operational billet, and 93 (47) went to non-operational or
staff assignment (includes Civil Eng, Naval Eng, C4IT).
5. The AY19 assignment timeline will remain consistent with recent
years. April through August is the best time for individuals to
engage directly with their assignment officer for general career
counseling and initial guidance on AY19 intentions. For members
anticipating re-assignment in AY19, now is the time to begin
preparations for the assignment season including updating your
officer record, validating competencies, completing a Record of
Professional Development (Form CG-4082), verifying contact
information in Direct Access, registering for special needs if
necessary, and reviewing/updating your employee summary sheet. This
is also a good time to contact the OPM-4 Officer Career Management
Branch for career guidance. Requests for OPM-4 career counseling
should be sent to arl-pf-cgpsc-opm-4(at)uscg.mil.
6. All O5-and-below off-season assignment opportunities will be
announced via ALCGOFF messages. The OPM Sharepoint site
(https://cglink.uscg.mil/347c825e) is also the online source for
information on officer personnel management issues and news. The OPM
Sharepoint site contains AO notes and information on boards/panels,
officer evaluations, and career management.
7. Throughout the summer months and into the fall, we will continue
to communicate through traditional channels (SITREPS, off-season
solicitations, and shopping list updates); however, the most up-to-
date information can be found on the OPM Sharepoint site and AO
notes.
8. We greatly appreciate the professionalism and patience
demonstrated by field commands, staffs, and the officer corps
throughout this extremely busy assignment season.
