1. PSC-epm-2 is commencing the Engineer Petty Officer (EPO) screening
process for Assignment Year 2019 (AY19). The goal of the EPO screening
process is to develop a pool of candidates that meet the qualifications
prior to the assignment season as per 1.C.7 of reference A. EPO
assignments will be slated ahead of all other general duty assignments
in AY19 in order to optimize pipeline training opportunities for future
EPOs.
2. Eligible Applicants:
   a. All AY19 tour complete EMs who are interested in an AY19 EPO
   assignment. Tour complete members are also those who have become
   above a service wide exam (SWE) cut, are in a paygrade to billet
   mismatch, or in a double encumbered position.
   b. Members who are currently assigned to an EPO position or those
   that have screened successfully in previous years must repeat the
   screening process for AY19.
   c. Personnel who have participated in the May 2018 (SWE).
3. Interested members are reminded that eligibility for an EPO position
is conducted by a screening panel and not a board. To better align
expectations and allow members to compete successfully, applicants
need to follow all instructions in this message and ensure that they
meet the qualification criteria for assignment as outlined in Article
1.C.7.b of reference A.
4. Application procedures:
   a. In AY19, EPO screening requests must be entered using the "My
   Panel Submissions" link under Task in Direct Access (DA).  A
   detailed guide for the EPO Screening application process can be
   found at reference C.
   b. Guides for submitting and checking Command endorsements can also
   be found at reference (c).
   c. The EPO screening panel will open on 1 June 2018, all members
   desiring to screen must submit a command endorsed request no later
   than 15 July 2018. No late submissions will be accepted after the
   closing of the panel submission date listed above.
5. Command Endorsement:
To promote a fair and balanced competition for all applicants, Commands
must ensure their endorsement addresses all categories of section
1.C.7.c, paragraphs 2.a. through 2.g of reference A. The DA panel
submission must be used for endorsements, any other submission media
will not be accepted. There is an EPO endorsement template at
reference (c) that commands are strongly recommended to utilize in
drafting appropriate endorsements. The submission remains the overall
responsibility of the member.
6. Screening Panel Results:
   a. Screening panel results will be announced no later than 1 August
   2018. A separate ALCGENL message will direct members to reference (c)
   for a complete listing of members who successfully screened for EPO
   afloat.
   b. Successful screening does NOT guarantee assignment, extension, or
   fleet-up to an EPO position.
   c. With regards to any unfilled vacant EPO position, the AO will
   release a critical fill messages which will afford the opportunity
   for successfully screened EPO candidates who did not receive an EPO
   position from their e-Resume, along with any members above the cut on
   newly established SWE revisions, to apply. Members above any revised
   cuts who did not previously screen will be required to meet all
   guidelines of this message. After EPO assignments are completed, the
   AO will begin slating general duty positions in accordance with
   reference (d).
7. E-Resume Guidance:
   a. All members who successfully screen for EPO and have a desire to
   fill an EPO position shall submit an e-Resume listing all desired EPO
   positions at the top of their e-Resume no later than 14 October 2018,
   as the AO will fill EPO positions first in accordance with reference
   (D).
   b. EPO e-Resumes will not require command endorsements for successfully
   screened members as the member should only be submitting for EPO
   positions if successfully screened.
   c. Members are reminded that in accordance with reference A, members
   will submit an e-Resume or contact their AO within 30 days of their
   name appearing above the cutoff on the SWE revised advancement
   eligibility list and must be prepared to be reassigned to fill any
   authorized position at the next higher paygrade.
8. All EPO orders will be issued no later than 26 October 2018.
