1. Purpose. This message solicits AY19 tour complete Senior Chief
Petty Officers interested in assignment as a Congressional Liaison within
the Coast Guard Office of Congressional and Governmental Affairs
(CG-0921).

2. Background: The Senior Enlisted Congressional Liaison will serve as a
Coast Guard representative and advocate, working within the Senate or House
Liaison office to promote understanding and support of the Coast Guard
within the legislative branch while informing and supporting members of the
US Congress. Liaisons respond to congressional inquiries, coordinate
congressional hearings and briefs, and lead congressional delegations to
Coast Guard units. Members will receive two-year orders to this high-tempo,
high-visibility assignment and should expect a follow-on one to two year
assignment to CG-821 as a Program Reviewer.
3. Discussion:
A. Assignment as a Congressional Liaison is a unique opportunity to
represent and advocate for the Coast Guard at the highest levels of
government.
B. Congressional Liaisons complete approximately three weeks of travel per
year, and are required to attend regular after-hours engagements.
C. Enlisted members assigned to CG-0921 wear business attire, and are
authorized a clothing stipend in accordance with ref (a).
4. Eligibility Requirements: In addition to reference (b), competitive
applicants will have demonstrated sustained and extremely high performance
throughout a robust history of operational assignments. Senior Chief
Petty Officers that are sociable, committed, and prepared to tell the
Coast Guard story should consider applying. This assignment is open to
all AY19 tour complete Senior Chief Petty Officers or Chief Petty Officers
above a published cut prior to the application deadline.
5. Application Process: Eligible members must submit an application package
to CG PSC-EPM-2, thru their chain of command, sent via email to
Donald.A.Wiley(at)uscg.mil NLT 15JUL18. The application package must
include:
A. Cover letter specifically addressing why the member is interested in
becoming a Congressional Liaison (not to exceed 250 words).
B. Command Endorsement. Command endorsements shall provide specific
commentary on the applicant’s:
1. Character.
2. Communication and organizational skills.
3. Professionalism and ability to interact with senior officials.
4. Personal appearance, demeanor, and bearing.
C. Resume. A professional, one-page resume shall include assignment
history, education and training, and personal awards.
D. Copy of most recent Enlisted Employee Review.
E. Copy of Enlisted Employee Review Summary.
6. Applicants selected in the first round of competition will be invited to
conduct an in-person interview in Washington, DC. The member ultimately
selected for assignment will be notified directly via phone.
