ASSOCIATION (AFCEA) DC MILITARY IT LEADERSHIP AWARDS

1. This ALCOAST announces the Coast Guard winners for the 11th Annual
Armed Forces Communications and Electronics Association (AFCEA) Military
IT Leadership Awards which were solicited in REF (A).
2. There are two categories of winners:
   a. Enlisted winner - ITC Colin Bird, ESD Panama City. ITC Bird
demonstrated exceptional project management skills and superior
technical acumen. He led the installation of the Command, Control,
and Communications, Computers, and Information Technology (C4IT)
infrastructure necessary to establish the Offshore Patrol Cutter
Project Resident Office in Panama City (OPC PRO), Florida. ITC Bird
spent more than 150 hours installing C4IT hardware at this new unit,
directly supporting what will become the largest ever Coast Guard
acquisition. In the wake of Hurricane Harvey, ITC Bird immediately
volunteered to be a member of a Damage Assessment Team, responsible
for conducting damage assessment reports for every Coast Guard unit,
Rescue 21 Tower, Differential Global Positioning System Site, and
Government Leased Housing area on the Texas and Louisiana Coast.
He traveled over 1,800 miles to remote units, rapidly restoring critical
IT capabilities onboard afloat and shore units to enable the Coast Guard
to resume search and rescue and law enforcement operations.
   b. Officer winner - LT Deloise Moore, Base New Orleans.
LT Moore is the senior coordinator for field response operations and
9 Electronic Support Detachments to deliver maintenance, repair, and
installation of command, control, computer, communications, and
information technology (C4IT) systems for 44 cutters, over 300 small
boats, and 172 shore units with over 8,500 end users across a 26 state
region. In the aftermath of Hurricane Harvey, LT Moore's technical
expertise was key to the Coast Guard's successful response and relief
efforts. Demonstrating exceptional foresight, he recognized operational
gaps in the contingency communications and orchestrated the delivery of
50 laptops, 5 Deployable Contingency Communications Systems, and 2 pallets
of humanitarian items for the Texas-Louisiana areas.
3. The Coast Guard submitted a record 25 highly qualified nominees to the
AFCEA Executive Committee comprised of former flag level C4IT military
professionals from all five military services. VADM (retired) Clifford
Pearson served as the Coast Guard representative on the selection committee.

5. A hearty congratulations to the winners and all nominees for their
leadership, hard work and commitment. I applaud the commanding officers
and supervisors for taking the time to submit well-written and
well-deserved nominations. Our Coast Guard will continue to require high
performing C4IT professionals that possess in-depth technical knowledge,
practical experience and professional credentials to effectively and
efficiently sustain our enterprise, product lines and core technologies
so we can reliably and safely execute mission support in support
of Coast Guard operations.
6. Awards will be presented at the 2018 AFCEA DC Spring Leadership Awards
Gala to be held on Wednesday, 23 May 2018 at the Ritz Carlton in Pentagon City.
The AFCEA DC Chapter will also host a luncheon on Thursday, 24 May 2018 at
the Ritz Carlton in Pentagon City where awardees will be publicly recognized
by their peers in government and industry.
7. Award recipients: travel expenses will be the responsibility of the
nominating command.
