AWARD RECIPIENTS

1. Pursuant to REF (A), I am pleased to announce the recipients of the 2017
USCG Human Resource Management (HRM) Achievement Awards.  These awards provide
recognition for noteworthy human resource management accomplishments by Coast
Guard personnel.  More specifically, the awards reflect member or team
emphasis on outstanding performance in the care and support of Coast Guard
personnel through exceptional customer service, innovative thinking, and
improved methods in human resource management.  Forty-three nominations were
submitted from across the Coast Guard and all reflected a high standard
of professionalism, dedication, and preparedness.
2. There are five categories for HRM Achievement Awards:
   a. Officers (Commissioned Officer/Chief Warrant Officer),
   b. Civilian Employees (General Schedule/Federal Wage Schedule),
   c. Nonappropriated fund (NAF) employees,
   d. Enlisted Personnel, and
   e. Team Achievement consisting of 4 to 20 personnel.
3. LCDR Matthew Mitchell, Coast Guard District Eight, is the winner in the
Officer category.  LCDR Mitchell, in response to the impacts from Hurricane
HARVEY, facilitated evacuation authorizations in 72 counties throughout the
affected areas, accounted for more than 6,500 members and dependents, and
conducted a thorough assessment of all applicable personnel issues and
requirements.  Leading a People Cell with 30 members, LCDR Mitchell engineered
and employed an impact assessment tool which identified property loss details
for 1,500 families, permitting senior leadership to target scarce resources
accurately for myriad competing demands in a dynamic post-storm environment.
4. Ms. Virginia Cameron, Coast Guard Community Service Command, is the winner
in the Civilian category.  Ms. Cameron, as Director of Human Resources for
the Coast Guard Exchange System and Morale, Well-Being, and Recreation, and
Child Development programs, crisply executed 444 hiring actions, 421 resignations
and managed more than 185,000 dollars in revenue in calendar year 2017.
Through a review of the Affordable Care Act as it applies to Coast Guard
personnel, she was able to identify 100,000 dollars in savings while maintaining
full compliance and protections for employees.  After the landfall of Hurricane
MARIA on Puerto Rico in September, 2017, Ms. Cameron led a team to contact every
NAF employee on the island, assisting them with critical needs while directing
Child Development Center personnel in other on island NAF business operations
to support first responder activities.
5. Ms. Hannah Spring, Coast Guard Community Services Command, is the winner in
the NAF category.  Ms. Spring, as the Benefits and Human Resources Information
System Manager for the Coast Guard Exchange System, and Morale, Well-Being, and
Recreation, and Child Development programs, demonstrated outstanding acumen
managing all Human Resource matters for 1,400 NAF employees.  Her work afforded
the Coast Guard 90,000 dollars in savings after she initiated and led a management
study of NAF insurance and retirement benefits and developed a streamlined report
for payroll that resulted in a 50 percent increase in accuracy and real-time
deductions for benefits, affording 20 hours a month in saved administrative
support time.
6. SN Logan Parker, Coast Guard District Five, is the winner in the Enlisted
category.  During the applicable period, SN Parker provided monthly berthing
accommodations to more than 300 reservists across 80 commands in seven states.
This work required direct liaison with over 100 hotel vendors to account for
2,415 berthing requests for 3,770 nights of berthing.  For SECTOR North Carolina
reservists, SN Parker successfully secured six-month contracts for berthing,
affording the Coast Guard savings of 5,000 dollars.
7. The Blended Retirement System Integrated Project Team (BRS IPT) is the winner
in the Team category.  The BRS IPT was assigned with roll-out of the largest
change to military compensation in seven decades.  Fulfilling all Department of
Defense guidelines for a smooth transition, the IPT also instituted a
comprehensive and thorough communications plan that gave targeted information
in a variety of formats to all members throughout the Coast Guard.
