MSIB Vol XVIII Issue 033 - Required Documentation for Inspected Towing Vessels

This MSIB addresses the minimum required documentation needed for the issuance of an initial Certificate of Inspection (COI) for all Towing Vessels subject to Subchapter M, 46 CFR 136 – 144.

All Owners and operators may submit requests for COIs to the local Officer in Charge, Marine Inspections (OCMI) by submitting the following information as outlined in 46 CFR 136.210.

1. All owners and managing operators must submit the Form CG–3752, ‘‘Application for Inspection of U.S. Vessel,’’ to the cognizant OCMI at least 30 days before the vessel will undergo the initial inspection for certification.

2. Vessel Particulars must be submitted as soon as possible. All owners and operators are encouraged to utilize the “Towing Vessel Particulars” form supplied with this MSIB, identified as MSIB XVIII Issue 033a. This form outlines all required information needed to begin the inspection for certification process.
In addition to #1-2, owners or managing operators utilizing the TSMS option must provide the following:

3. Objective evidence of that the company and the vessel is in compliance with the TSMS.

4. Objective evidence of that the vessel is in compliance with Subchapter M regulations.

Examples of objective evidence MAY include the following: a valid TSMS certificate; TPO issued survey report; internal and/or external audit reports; independent survey reports; etc.
