SUBJ: RESERVE SENIOR EDUCATION AND FELLOWSHIP PROGRAM (SEFP) PANEL -
PHASE I
1. The fiscal year 2019 (FY19) Joint Senior Reserve Component
Officers Course (JSRCOC) Selection Panel convenes on 10 Jul 18.    
2. The Selection Panel will select one primary candidate, and identify
alternates in order of selection by the Panel. A special OER is not
required, but applicants are reminded to ensure their records are
complete.
3. 30 Jun 18: Deadline for applications to arrive at CG PSC-RPM.
Applications submitted after the deadline will not be accepted.
   a. Applications shall be submitted via memo with command endorsement
to: ARL-PF-CGPSC-RPM-BoardsPanels@uscg.mil. Memo text should address
your reasons for applying for the program.
   b. Command endorsement: A positive command endorsement is required
for this program and must contain a written opinion of the applicant's
interest, ability, and potential value to the Service as related to the
curriculum. Only endorsements from the immediate command are authorized.
Any member who does not receive a positive endorsement will not be
eligible to compete.
  c. In order to maintain fairness to all applicants in this highly
competitive process, there will be no exceptions made to the published
deadlines. The command bears the responsibility for forwarding timely,
properly endorsed applications.
4. Joint Senior Reserve Component Officers Course (JSRCOC)
  a. Location: US Army War College, Carlisle Barracks, PA.
  b. Pre-requisites: Secret Clearance. Grade Level: O-6 and above at
     time of application.
  c. Convening date: Date TBD / February 2019.
  d. Course description: This course is an intensive one-week seminar
designed to broaden the perspective of Reserve component general and
flag officers, exposing them to the process of national security
decision making, contemporary national security issues, and current
military strategy. Participants are provided opportunities to exchange
ideas on issues affecting the total force and provide insights
concerning reserve challenges and capabilities with participating
active component officers.
5. Applicants are encouraged to review their electronically
imaged-personnel data record (EI-PDR) to ensure its accuracy prior to

6. Applicants shall ensure that their member contact information is
correct in DA, including work e-mail, in case CG PSC-RPM-1 needs to
contact candidates with updated information.
7. Waivers will not be considered for those who do not meet the
minimum paygrade eligibility requirements.
