A. Joint Explanatory Statement accompanying the Consolidated Appropriations Act, 2018
(Pub. L. No. 115-141)
1. As a Duty to People initiative, the Joint Explanatory Statement accompanying the
Consolidated Appropriations Act, 2018 (Pub. L. No. 115-141) REF (A) authorizes the Coast
Guard to supplement the Coast Guard Child Care Subsidy program for families residing
in areas with high cost of living. Effective 1 May 2018, Coast Guard active duty (AD),
Coast Guard reservists on active duty orders and Public Health Service officers that
live in the areas with high costs of living delineated in paragraph 2 will receive an
additional $225 to their child care subsidy payment once per month until 30 September 2018.
2. Areas with high costs of living were chosen based on the average cost of child care
in that area, the number of Coast Guard personnel residing in the area, and the percentage
of child care costs related to family income. The areas of high costs of living that were
identified include: Alaska, California, Connecticut, Florida, Hawaii, Maryland, Massachusetts,
Michigan, New York, Oregon, Virginia, Washington, and the District of Columbia.
3. Every fiscal year, the Coast Guard will reevaluate this initiative and will determine
whether changes need to be made to the funding level, the identified locations, enrollment
criteria, or other processes and procedures.
4. To be eligible for this subsidy, a family must also meet the enrollment criteria for
the Coast Guard Child Care Subsidy program and must use a licensed and/or accredited child
care provider.
