SUBJ:  IMPROPERLY SAFEGUARDING ASSETS – INTERIM PERSONAL PROPERTY MANAGEMENT POLICY AND PROCEDURES

Improperly Safeguarding Assets
1. Purpose:  This message updates REF (A) and provides updated Coast Guard personal
property management policy and procedures that instruct users on properly safeguarding
personal property assets including sensitive assets and firearms.
2. Background:  REF (B) details the audit conducted by the Department of Homeland
Security (DHS), Office of Inspector General. The audit concluded with the recommendation
for DHS to strengthen their personal property policy and procedures by requiring additional
training on safeguarding sensitive assets and firearms.
3. Updated Policy:  REF (A) provides guidance on personal property management including
acquisition, utilization, and disposal. REF (C) reinforces the policy for the safeguarding
and accountability of personal property assets, including sensitive assets and firearms.
COMDT (CG-844) will review all incidents involving loss or damage of sensitive assets and
will mandate additional training be taken on an as needed basis.
4. Action:  All Coast Guard units responsible for the management and accountability of
personal property assets must follow REF (C) for proper safeguarding practices. REF (C) can
be accessed electronically in the interim policy folder located on the COMDT (CG-84) portal
site at: http://cglink.uscg.mil/694273c7.
5. This guidance will be incorporated into future revisions of REF (A), which will be
released within the next year.
