SUBJ:  TEMPORARY SUSPENSION OF REQUIREMENT TO TRANSFER SPECIAL NEEDS RECORDS
A. Special Needs Program, COMDTINST 1754.7 (series)
1. This ACN announces the suspension of paragraph 9(j)(1)(q) of REF (A).
The Special Needs Program case distribution workgroup is currently working to develop
a system that will establish equitable distribution of special needs cases among all
Family Resource Specialists (FRSs).
2. REF (A) requires the FRSs to transfer special needs records within fifteen days
from the time a FRS learns that an Active Duty member has transferred to a new duty
location.  Effective immediately, the requirement to transfer cases within fifteen
days is suspended to avoid unnecessary movement of cases before the new case
distribution system is implemented in the 4th quarter of FY2018.  Upon the
implementation of the new case distribution system, special needs records will no
longer be transferred among the FRSs.
3. This policy change will be reflected in the next revision of REF (A).
